Police Authority and Interagency Relationships

The University Police Department (UPD) is a public service-oriented law enforcement agency responsible for the safety and protection of all Texas State students, faculty and staff.  UPD officers have law enforcement authority in any county in which the university owns or controls property.  All university police officers are licensed as peace officers by the State of Texas. University police officers are commissioned as peace officers by the Board of Regents of the Texas State University System under the authority of section 51.203 of the Texas Education Code.

The University Police Department has a close working relationship with local, state, and federal law enforcement agencies.  Many of these relationships are formalized through interagency agreements/memorandums of understanding. These include memorandums of understanding (MOUs) with Hays County, Round Rock, and San Marcos. The MOU with the city of San Marcos is significant in that in addition to cooperation it authorizes UPD Officers to enforce most city ordinances on any property within the city of San Marcos. 

The Crime Prevention Team delivers presentations to residence halls throughout each semester. The team also delivers programming to faculty/staff through the Office of Professional Development. These include information on personal security, property protection, sexual assault awareness, Krav Maga and Operation Identification. Electric engravers can be checked out at UPD free of charge to mark valuables.

In addition to police officers, UPD provides security officers and Bobcat Bobbies to patrol the campus at night on foot and by golf cart. They report any suspicious or criminal activity to UPD.

The Bobcat Bobbies also provide safety escort services to on-campus locations. Parking Services provides evening van shuttle services for residents to and from perimeter lots. Users can call the University Dispatch Office at 512.245.SAFE (512.245.7233) for details and hours of service.

There are more than 135 emergency telephones located throughout the campus (yellow phones with blue lights above them or free-standing stanchions with “EMERGENCY” on the side). These phones provide automated, direct communication with the Texas State 911 Communications Center.

For vehicles on campus, Parking Services provides jump-starts and unlocks for vehicles that do not have electronic power locks and windows.
