Security & Personal Safety Committee

SCOPE AND PURPOSE

The Security and Personal Safety Committee focuses on personal safety issues affecting the TXST community. The role of the committee is to provide advice and counsel related to personal safety initiatives, opportunities for the enhancement of safety and security on campus, and current and future safety issues, practices, policies, and training.

The committee shall:

  1. Discuss issues related to personal safety and security as the committee sees fit.
  2. Receive semi-annual briefs about safety initiatives by various individuals such as, but not limited to, facilities, environmental health, and safety, the University Police Department (UPD), Emergency Management, and the Fire Marshal.
  3. Receive semi-annual briefs about crime statistics, crime trends, and demographic data.
  4. Receive annual briefs related to Use of Force statistics, policies, and training.
  5. Receive annual fire safety reports.
  6. Receive an annual brief on UPD’s data in the Texas Commission on Law Enforcement annual racial profiling report.
  7. Make recommendations to the University Safety Committee (USC) to improve personal safety and security at Texas State.
  8. Produce an annual report of actions, considerations, recommendations made to the USC, and open issues that are being carried over to the next year which will be shared with the President’s Cabinet.


COMMITTEE MEMBER APPOINTMENTS
The committee is appointed by the co-chairs of the USC, the Vice President of Finance and Support Services, and the Associate Vice President for Research and Governmental Relations. The committee may respond as appropriate to any party who submits a concern to the committee.
Membership on the committee shall be representative of the university community, and shall consist of:
• Three general faculty members chosen by the provost to serve a one-year term. Each spring, the Faculty Senate shall submit a nomination for each vacant seat for consideration.
• Four students chosen by the vice president for student affairs to serve a one-year term. At the beginning of each spring semester, the incoming student government president shall submit at least two nominations for consideration. One nomination shall be requested from the membership of Lambda Alpha Epsilon and one nomination shall be requested from the membership of Alpha Phi Sigma.
• Two students chosen by the vice president for university administration to serve a one-year term. At the beginning of each spring semester, the assistant vice president for student equity and inclusion shall submit at least two nominations for consideration.
• Three staff representatives chosen by the vice president for finance and support services. At the beginning of each spring semester, the Staff Council shall submit at least one nomination for each vacant seat for consideration.
• One family representative chosen by the vice president for finance and support services. At the beginning of each spring semester, the Assistant Director of Parent and Family Relations shall submit at least one nomination for consideration.
• Two ex officio members by virtue of position. The university’s Clery Compliance Specialist and the university’s Chief of Police will be standing members of the committee by virtue of their position.

TERMS OF SERVICE
The term of each non-student appointment begins on the day the appointment is made and continues until a successor for that seat is appointed. Students will serve one-year terms and may be reappointed.

MEETINGS
The committee should meet three times per year at a minimum. However, the frequency is at the discretion of the committee co-chairs.

LEADERSHIP AND ADMINISTRATION
The USC shall appoint a committee member to serve as co-chair with the Chief of Police until replaced. UPD will provide logistical and administrative support to the committee, such as setting up meetings, securing space to meet, making copies, etc.
