UPD Safety and Accountability Measures

1 CHOKEHOLDS & STRANGLEHOLDS NOT AUTHORIZED

UPD does not authorize the use of neck restraints or similar weaponless control techniques with a potential for serious bodily injury.

2 DEESCALATION IS REQUIRED

Officers are required to use deescalation techniques whenever possible and appropriate before resorting to the use of force.

3 VERBAL WARNING

When reasonably safe to do so, officers are required to issue a verbal warning before shooting.

4 REQUIRED TO EXHAUST ALL ALTERNATIVES

Deadly force may only be used as a last resort when there is no apparent immediate alternative.

5 DUTY TO INTERVENE

Officers must intervene and report when they observe another officer using excessive force.

6 SHOOTING AT MOVING VEHICLES BANNED

Officers are prohibited from discharging firearms from a moving vehicle or at a fleeing vehicle.

7 OUR USE OF FORCE MODEL

UPD has adopted a nationally recognized best practice and trains officers on a progressive use of force model.

8 ACCOUNTABILITY & REPORTING

Reporting and justification is required when officers use strength or skill or display or use a weapon. Every report is reviewed by each supervisor.
