Officer Tad Palmer and Cpl. Clark Flynn sprang to action administering life-saving measures to a 12-year-old girl who had gone underwater at Sewell Park Sunday, Aug. 8. UPD officers were the first on the scene and provided critical assistance until San Marcos Park Rangers, San Marcos Hays County EMS, and the San Marcos Fire Department arrived. The girl was transported to Dell Children’s Medical Center in Austin, and was released Tuesday, August 10.

"Service over selfthe internal component of officers who love their job like me. This also applies to the two bystanders who initially helped. It's not about any one of us having performed necessary actions to save another human being, it was about us making sure a daughter will continue to celebrate life with her family. This was a group effort by citizens, UPD officers, SMPD officers, park rangers, and fire department personnel," said Palmer.

Palmer is a 4-year veteran of UPD and Flynn has been with the department since 2018.

“The UPD team has demonstrated their commitment to quick response and going above and beyond to care for the university and local community, proving to be valuable partners to local first responders,” said Lt. Rodrigo Manzanares, UPD.

"I commend these officers for a job well done and am extremely grateful for their work every day to keep our citizen's safe," said James B. Dixon, UPD Interim Chief of Police.

UPD at Texas State headquarters is in the Nueces Building, 615 North LBJ Drive, San Marcos, Texas 78666. The team is available 24/7 with several options to contact them and follow the department:
