Civilian Positions

Civilian employees fulfill a critical and significant role within the Texas State University Police Department. Many times, civilian employees are the first point of contact many people have with the university.

The Texas State University Police Department utilizes sworn team members in positions where law enforcement training and experience are the primary skillset. The civilian members perform supporting functions requiring an entirely different, but just as crucial, skillset. Some of the civilian positions are:

Police Dispatcher

A dispatcher must complete training and successfully pass tests proving competence in operating a computer-aided dispatch system. Candidates must demonstrate the ability to communicate effectively with persons calling the dispatch center for information or assistance and convey pertinent, and sometimes critical, information to the appropriate officers on patrol.

Property and Evidence Custodian

The Property and Evidence Custodian is responsible for processing all submitted evidence. This includes preparing lab submittals, tracking, logging and barcoding all evidence and property. There is a great deal of responsibility in working with the courts to ensure proper disposition of evidence and property, as well as following through with court-ordered dispositions.

Fleet Services Coordinator

The Fleet Services Coordinator works closely with the Patrol Lieutenant in making sure all vehicles assigned to the Texas State University Police Department are maintained or made ready for officers after purchase. This includes determining what equipment is needed, contacting the appropriate vendors and setting up schedules to have the work completed.

Records Specialist/Administrator II

The Records Supervisor works with the Investigations Division ensuring that all law enforcement reports are processed correctly, statistics are counted correctly, arrestees are coded/tracked accurately and all case documentation is accurately tracked/accounted for. The Records Specialist provides all records to the Hays County District Attorney’s Office for the prosecution of criminal cases. Additionally, the Records Specialist responds to individual requests for files and records.

Administrative Assistant III/Assistant to Command Staff

The Administrative Assistant III is responsible for all the Texas State University Police Department Human Resource files, which includes ensuring all “on-boarding” requirements are met for each employee. The Administrative Assistant III supports the Chief of Police, as well as the Captains over Operations and Support Services. This position handles all Command Staff’s travel arrangements, plus the Chief’s calendar and all meeting requests. The Administrative Assistant III ensures that all records and documents for each departmental employee are kept up to date. This position also provides budget planning and account support for the Chief of Police.

Administrative Assistant II

The Administrative Assistant II is responsible for all procurement activities. The Administrative Assistant II processes all billing and receivables, as well as payroll and employee time to include event billing. The Administrative Assistant II supports the Administrative Assistant III in whatever capacity needed to aid the Executive Command Staff.

Guards/Public Safety Officers

Public Safety Officers (PSO) provide the following services to students, faculty, staff and visitors at Texas State University: security escorts, building locks and unlocks, assist at athletic and other special events.
